This is to send you the text of the amendment of regulation 244/2009, 245/2009 and 1194/2012 as voted by the Regulatory Committee last 17 April (see attached document). Please find below a summary of most salient modifications:
Amendments to Regulation 244/2009
Extension of the definition of “special purpose lamps”

Preservation of the exemption of +50°C and -20 %°C resistant lamps

Modification of the definition of “tungsten halogen lamps”

Addition of the definition of “incandescent traffic signaling lamp”

The stage 6 requirements will become mandatory from 1 September 2018 onward (instead of 2016 in previous regulation)

Deletion of the sentence “Special purpose lamps within the scope of Delegated Regulation (EU) No 874/2012 shall be of the highest energy efficiency class possible pursuant to that delegated regulation for the intended special application”

Entry into force

The Regulatory Committee agreed to postpone of 6 months the entry into force of the new amendment of regulation.
As it can be seen, a certain number of CECED demands were taken into account since last version. Nevertheless the Regulatory Committee did not agree to exclude lamps integrated in refrigerators. Indeed, among incandescent lamps shorter than 60mm and possessing a rated power lower than 25W, only those having features that are not present in lamps having higher energy efficiency classes are considered as special purpose lamps (cf. §1 page 5).
